Obstacles Persist for Humanitarian Assistance in Northern Gaza Despite Truce
While the access route at the Egyptian border becomes operational soon, humanitarian organizations confront major challenges providing assistance to the northern region, the region most severely affected by food shortages, analysts state.
Access Challenges
Primary highways are virtually unusable due to widespread damage across the conflict-affected area – or remain controlled by Israeli forces. Any truck that breaks down is probably will be instantly looted.
The main entry point, the primary access route to the northern territories, devastated by two years of fighting, has been shut down for many days, and government representatives have informed aid groups in Gaza that there are no short-term arrangements to reopen the crossing, per reports from aid workers.
Damage in Northern Territories
The northern urban center was the target of a large-scale military operation launched in August that was still under way when the temporary truce was signed last week.
Devastation in the northern region has been widespread, with complete communities including local municipalities and neighboring towns in ruins as well as many of the outlying areas of the urban center.
"Any operation of a crossing into Gaza is welcome, but we need to ensure we can access populations where they are," commented a policy expert from a relief agency.
Humanitarian Conditions
Observers said many of the roughly 300,000 people who have come back to the northern region from the densely populated southern area where they had been staying during the military operations were now "staying" among the destruction of their homes, often without any housing and with insufficient nutrition or hydration.
A spokesperson from a UN agency said the devastation in Gaza City was "overwhelming".
"It is street after street, structure after structure ... there is massive desperation for drinking water. The situation is dire. We require every border point functioning," the representative, who was in Gaza City recently, added.
Insufficient Distribution
A local director working from the northern city said the necessities in what used to be the territory's bustling commercial and community focal point were "immense".
"There is this optimism and faith but there needs to be immediate enhancement on the border points. We didn't witness substantial progress on the ground yet," the director stated.
"We are still getting a small quantity of aid [and] we are just beginning to grasp the level of damage. So many streets are just full of rubble ... there is almost no home that is undamaged. We see destruction and live explosives throughout the area."
Ongoing Developments
On Saturday, relief groups said small quantities of necessary propane reached Gaza for the initial occasion in many weeks, along with deliveries of grain products, grains and fresh vegetables. The recent deliveries sent commercial prices falling.
Within a central community, a community member said there had been certain progress since the peace agreement.
"Stores are full of food, produce, and fruits, although the prices are remaining elevated and not accessible for everyone," the person commented.
Cold Season Requirements
"Our most important needs now, especially with the arrival of winter, are to have a tent to keep us safe from the cold and winter clothes because the shops do not have enough clothes for us or, if they can be found, they are scarce and prohibitively costly."
Multiple UN-supported bakeries in various locations have restarted operations since the truce.
Support Distribution
Vehicles were stated to have entered the border access point from Israel to Gaza during the week, though precise counts were unclear.
Israel's public broadcaster stated that Wednesday's humanitarian shipments would include food, healthcare equipment, energy sources, cooking gas and equipment to repair vital infrastructure.
"Relief supplies continues to enter the conflict region through the border access point and alternative access points after safety verification," an military representative stated.
Distribution Complications
But tracking the quantity of vehicles could be misleading, cautioned an expert from an international NGO. "It's crucial to understand what is in the transports and how full they are for it to be a genuinely useful indicator," the representative said.
Commercial operators are sending convoys of vehicles loaded with sweets, soft drinks and treats, which have minimal health benefits, while emergency treatments for minors or people who have gone without proper sustenance for multiple years are unavailable.
Healthcare Situation
In Gaza City, only seven healthcare facilities are operating, compared with numerous in summer.
Many agencies have significant funding in assistance materials stockpiled in the region pending distribution. A UN agency supporting Palestinians across the region for decades has multiple months of supplies of nutrition for everyone in Gaza in place to be delivered.
"We possess the materials, the tools and the expertise ... we just need the permission," said a relief official, who recently came back from Gaza.
Diplomatic Considerations
A diplomatic framework specifies that "complete" support should be delivered to Gaza and be provided through humanitarian bodies and humanitarian networks, without obstruction from both combatant organizations or national security.
This seems to prevent the controversial government-supported relief agency which began operations in earlier this year, causing disorderly situations and multiple fatalities as numerous individuals gathered around its distribution sites.
